Horizon Europe package: The Council finalises its position
On the 29th of September 2020, the Council finalised its position on the Horizon Europe package, the Horizon Europe regulation and the specific programme that will implement Horizon Europe.
A quick reminder about Horizon Europe package
- The Horizon Europe regulation has been proposed by the EU Commission in June 2018. It is the EU framework programme for research and innovation for the years 2021-2027.
- The specific program, proposed at the same time by the Commission, sets out the operational objectives and types of activities for implementing Horizon Europe.
The main issues discussed were
- The internal break-down of Horizon Europe budget: the funds will be made available under the EU recovery instrument entitled the Next Generation EU NGEU
- Provisions regulating international cooperation
- Association of third countries to Horizon Europe
- Provisions ensuring synergies with other EU funding programmes
What’s next ?
The Council now finalises negotiations with the European Parliament for the adoption of the package by the end of the year.
